This shift is particularly notable at prestigious institutions like Emory University, the University of Notre Dame, and Johns Hopkins University. These schools now provide tuition-free access to students from families earning up to $200,000, marking a significant change in their financial aid policies. Emory, for instance, launched its Emory Advantage initiative in 2007, initially eliminating loans for middle-income families. In 2022, they took it a step further by removing loans entirely from undergraduate aid awards. Now, families earning $200,000 or less will pay no tuition, a policy that has already attracted more students from the $100,000 to $200,000 income bracket.
The University of Pennsylvania has also embraced this trend, covering full tuition for families earning up to $200,000 since the fall of 2025. This shift has led to a significant reduction in student borrowing, with the share of students taking out loans in the $140,000 to $200,000 income range dropping from 68% in 2010 to 26% today. While the $200,000 income threshold might not be universally considered middle-class, it covers approximately 84% of American families, according to an analysis by The Motley Fool.
The goal of these free tuition pledges is to make prestigious private universities more accessible to middle-class families. By removing the financial barrier of tuition, these schools aim to persuade students from this demographic that they can afford to attend. However, it's important to note that admission to these institutions remains highly competitive, with Emory admitting only 12% of applicants and Notre Dame admitting just 9%.
This trend reflects a broader shift in student aid among selective, well-funded universities. The 'missing middle' phenomenon, where students from middle-income families are often squeezed out, is being addressed through these free tuition guarantees.
